The decision to publish has to be made before the editor sees the detailed content and quality of the papers; what was a touchstone of lively discussion in the lecture theatre can appear commonplace in cold print; the highly relevant comment may appear pedestrian by the time of publication, or a unifying contribution might be published elsewhere so that only an informative abstract is available.
