Abstract

Metagame theory is a positive descriptive approach for the political resolution of water resource conflicts. Various resource problems are formulated, and it is shown by two of the examples that classical game theory, which is based on the theory of rationality, does not work. The concepts of metagame theory are surveyed within a nonquantitative set theoretic framework. The conflicts examined illustrate the potential of metagame theory for analyzing water resource management problems.
