Abstract
Postulates that failure to reach beyond competitive positioning has meant that most attempts to make people management more strategic have hit a shortfall. States strategic people management ends up being merely operational — something to be mopped up after the big decisions about mission and markets have already been taken. Concludes that resource strategy is not going to take people by storm as many firms are set on maintaining a balance between short‐term cost containment and long‐term investment in human capital.
