Abstract

This chapter describes the different stages of development that Luxembourg’s mental health services have been through, current services and future plans. The Grand Duchy of Luxembourg, a constitutional monarchy, is an independent sovereign state, bordering Belgium, France and Germany. Founded in 963, Luxembourg became a Grand Duchy in 1815 and an independent state. Its independence was confirmed by the 1839 First Treaty of London. The Luxembourg health care system is based on the values of solidarity, universal access and equality of treatment, and is characterised by universal coverage of the population through compulsory health and long-term care insurance. The supply of primary care in Luxembourg is dictated by demand, since patients are fee to choose their primary care provider and there is no legal means to limit the volume of medical activity. In order to understand the stigma towards mental ill health in Luxembourg, one has to understand the history of mental health services.
