Abstract
Community media in Indonesia have experienced instabilty, specifically regarding the systems and the regulations. It does not stop at the classical problems, in fact the community media are also challenged by the rapid and radical deviations in many phase of mass communication era. Community radio is one of the community media that is also experiencing a process of tense struggle related to systems and regulations, government regimes and the rapid changes that occur in the context of media convergence. This study aims to positioning the community radio in the perspective of the political economy of the media. Data were collected from various literature sources, and analyzed using Anthony Giddens' structuration theory. The results show that based on the structuration theory, there is a political and economy affiliation between community media, the state and society as a social practice. So that this study can be concluded as follows: (a) the determination of community radio as part of the communication media by the state is a domination structure, (b) broadcasting regulation is a practice of legitimating structures, (c) that community media should be positioned independently in a structure that favors the community. , and (d) community radio can improve itself structurally and economically.
