Abstract

Scottsdale, Arizona, has historically obtained its Salt River Project allocation as treated water from the City of Phoenix Verde Water Treatment Plant (WTP). The city's intergovernmental agreement was expiring, and ownership of the Verde WTP was transferring to the Fort McDowell Yavapai Nation, a Native American community in Maricopa County. The city wanted to retain ownership of the treatment process and decided to build its own treatment plant. The result is the 30‐mgd Chaparral WTP, an advanced treatment facility designed to address multiple challenges, including: options/constraints for site selection; control of the Arizona Canal's significant variation in turbidity and arsenic levels; reduction of disinfection byproduct formation; gaining project approval by involving the public in facility design and renovation of the adjacent park; evaluating various process trains along with site constraints for the selection of a direct‐filtration membrane plant; integrated installation, testing, and startup.
