Abstract

This chapter focuses on the role of Research Ethics Committees (RECs) within the National Health Service (NHS) in the United Kingdom. The role and function of the Health Research Authority (HRA) is also examined in relation to their oversight of all NHS RECs. The membership of a REC is discussed along with its constitution of expert and lay members. The role of the REC is examined in detail in relation to its independence and impartiality, what proportionate scrutiny means and how the REC must be competent and efficient. The legal responsibilities, requirements, and liabilities of RECs are considered via a brief discussion of a relevant legal case from America.
