Abstract
Medicaid, the largest insurance program in the United States, has become a major budget issue in the 109th Congress. President George W. Bush began the discussion earlier this year with $60 billion in proposed federal Medicaid reductions as part of the administration's Fiscal Year (FY) 2006 budget. Within the last few months, Congress has begun to debate its own plans for Medicaid spending reductions and what, if any, policy changes would accompany these cuts.
