Abstract

Russian Abstract: Масштабные и амбициозные задачи развития страны могут быть достигнуты только при условии эффективной деятельности органов государственной власти. Одним из путей повышения их эффективности является подход, основанный на широкомасштабном внедрении проектного управления. Поскольку проектная деятельность в органах государственной власти пока не получила широкого распространения, требуется научное обоснование эффективности этого направления, выявление механизмов и разработка инструментов формирования команд, способных эффективно решать проектные задачи. В отличие от функциональных и управленческих команд, проектные команды как понятие и как новая реальность только появляются в государственной сфере. В работе определены механизмы и инструменты формирования эффективных команд для решения проектных задач различного типа органами исполнительной власти субъектов РФ. English Abstract: Large-scale and ambitious tasks of the country's development can be achieved only on condition of effective activity of state authorities. One of the ways to increase their effectiveness is the approach based on large-scale implementation of project management. Since the project activity in public authorities has not yet become widespread, a scientific justification of the effectiveness of this direction is required, the identification of mechanisms and the development of tools for the formation of teams that can effectively solve project tasks. Unlike functional and management teams, project teams as a concept and as a new reality only appear in the public sphere. The work defines the mechanisms and tools for the formation of effective teams for the solution of tasks of various types by the executive authorities of the subjects of the Russian Federation.
