Abstract
Abstract One of the priority directions of economy in different countries of the world is the application of measures of state support and regulation of the agricultural industry, including laws and various programs that foster sustainable development of agriculture. In view of prevailing social and economic conditions in Russia, the problem of domestic supply of agricultural production with in-country selected high-yielding varieties of soybean and intensification of domestic seed production has become acute. Currently, the State is providing support to the seed industry and is intended to ensure import substitution in the seed market in the foreseeable future. However, there are also revealed some problems, which are mostly related to the functioning of state breeding and seed production centers, which include state breeding plots, breeding and seed production farms at research institutions and agrarian universities. To solve these problems, state research organizations and universities should become full-fledged participants of the seed market on a par with business. Achieving the assigned tasks should be facilitated by measures, supporting science and innovation at the state level.
