Abstract

To evaluate the military mission impact of alternative Air Traffic Control and Landing Systems, measures of effectiveness (MOEs) are needed that capture the effects of weather and that can be evaluated with inputs specified by typical planning scenarios. This paper defines appropriate MOEs and develops analytical formulas for them. The method is to represent the underlying stochastic process as a general random walk with a single absorbing barrier and then to analyze that process using a statistical technique known as sequential analysis. The resulting formulas are used to evaluate the benefits of a precision-approach navigation aid, and they could be used even when simulation would not be appropriate or efficient.
