Abstract

An echo of the remote past was discernible during a recent review of plans for a small headwaters‐reservoir by a public agency. The field‐representative had provided a spillway‐capacity of only 50 second‐feet per square mile, where mature judgment and broad experience of the reviewers disclosed that 1000 csm should be the basis of design.Does this mean that the tragic flood‐experiences of recent years have been forgotten? No; one of the virtues of present procedure is reflected by the review and amendment of the field‐plans, instead of building according to the first crude conception.
