Abstract
The paper seeks to unravel the planning and environmental maze into which this area of the telecommunication regulation is enmeshed and proffer strategic and practicable options to resolve the logjam. In doing this, a comparative study of the scenario in other jurisdictions particularly the United States of America will be reviewed in order to impact on the Nigerian situation.It called for a dialogue among stakeholders and relevant agencies in order to fashion a workable and equitable approach to the task, and recommend the adaptation of the American approach to similar problem to the Nigerian system.
