Abstract

A Markov chain model for the description of wastage and promotion in two hierarchically graded police manpower systems is presented in this paper, together with the application to data from the Danish State Police Force and a group of English County Constabularies. It is hoped, via this application, to pinpoint and identify levels of high wastage in the English Constabularies and see how these levels affect a recruit's service expectations, compared with the experience of a recruit to the Danish Police which is not affected by such levels of wastage.
