Abstract

In international terms the Swiss welfare state has developed relatively recently. The late establishment of national programmes does not mean, however, that there were no previously existing social security systems in place, but that these operated at the cantonal and local levels (Armingeon, 2001). The same applies to the two income insurance systems for the unemployed: first, unemployment insurance, and secondly, social assistance. Both systems are built on structures developed over time, which were originally created as a result of private initiative (Obinger, 1998). Unlike unemployment insurance, social assistance is means tested and is still managed by the cantons (SKOS, 2007).
