Abstract
The South China Sea is the world's most politically contentious body of water. It has numerous maritime security challenges, mostly related to political disputes. Such disputes come in three categories: disputes over territory, such as small islands, rocks and reefs; consequent contested jurisdictional claims over adjacent waters and their resources; and disputes over other issues of jurisdiction, especially navigation rights. As a result of this contentiousness, it is extremely difficult to impose stability, at the strategic level, and good order at sea, in respect to maritime law enforcement and issues of ocean management.
