Abstract

Many countries see the maritime economy as new drivers of their socio-economic growth. However, it is quite difficult to estimate the impact of the maritime economy on the country's GDP. Firstly, this is due, to a different understanding of the structure of the maritime economy. Secondly, there is no single methodological approach in assessing the level of development of the maritime economy. Thirdly, the existing standards for the collection and processing of official statistics not allow for a reliable assessment of the size of the maritime economy. The article summarizes the available information on the impact of the maritime economy on the GDP of the different countries. The experience of the European Union in developing a unified methodological approach to determining the essence of the maritime economy and indicators of its assessment was studied. The analysis of the Russian maritime economy showed the following. The maritime economy is not considered as part of the national economy in Russia. It is almost impossible to assess the level of the maritime economy in Russia. The authors propose to use the concept of the maritime economy, adopted in the EU, to structure the activities related to the sea and quantify the level of their development. This will allow making a comparative analysis of the development of the maritime economy of Russia and European countries.
