Abstract
This article surveys Irish policy towards marine scientific research (MSR) in Irish offshore areas of jurisdiction. The Irish standpoint of MSR at the Third United Nations Law of the Sea is outlined, attention being paid to its role as a bridge between the Third World viewpoint and that of the developed states. Current Irish practice on the ‘consent’ formula and its effect on Irish security are described and related to the relevant provisions of the Law of the Sea Convention. The authors conclude by recommending a flexible legal regime governing MSR in Irish water.
