Abstract

This paper aims to produce a map of critical stakeholders who influence and are interested in the development plan of nuclear power plant communication strategy in the Bengkayang Regency. The PLTN Feasibility Study is one of the National Research Priority programs focused on West Kalimantan. The nuclear power plant site plan is located in Sungai Raya Village, Sungai Raya Islands District, Bengkayang Regency. However, the public's understanding of nuclear and nuclear power plants is still minimal and coloured by wrong perceptions with a negative tone of 6.33%. Therefore, this study is needed to foster public understanding regarding nuclear power plants. This paper uses qualitative research methods with data collection techniques through in-depth interviews and FGDs involving 60 informants, stakeholder behaviour observations, and literature. The analysis was carried out using stakeholder mapping theory. The results of stakeholder mapping in the Bengkayang Regency are divided into formal and non-formal figures who significantly influence public opinion. The communication strategies considered adequate for formal figures are policy briefs, websites, policy dialogues, emails, FGDs, and seminars. Meanwhile, for informal leaders, the communication media should be through deliberation, FGD, and conferences. Our findings suggest that the communication strategy should be a medium that allows dialogue to bridge the information gap.
