Abstract
Abstract This month's Commentary consists of two articles examining mandatory planning and plan consistency in California. The articles present an overview of a complex and emerging issue in land use planning and control, and the dialogue that results suggests issues and trends likely to be encountered by other states pursuing similar legislative and judicial courses.
