Abstract
While there is growing consensus within the international development circles that sustainable development should be based on local-level solutions derived from community initiatives, there is an equally growing perception that the practical implementation of what is often termed ‘community-based natural resource management’ or co-management, often falls short of expectations. This paper seeks to throw some light on issues in this area by examining the case of tank irrigation systems as a common-pool resource in Tamil Nadu.
