Abstract

Abstract The protection of open space poses a great challenge to coastal communities, given the significant pressure for residential development in most coastal areas. This study examines the transfer of development rights (TDR) as one solution to this problem. The results of this TDR simulation, conducted for South Kingstown, Rhode Island, indicate that there are particular problems inherent in coastal areas that make it difficult to have a successful TDR program. We conclude the paper by offering some modifications to the TDR program and by suggesting alternative land preservation approaches.
