International Social Science JournalVolume 48, Issue 147 p. 33-41 Managing a multi-ethnic and multicultural city in Europe: Leicester Paul Winstone, Paul Winstone Paul Winstone is a senior policy officer in the Chief Executive's Office of Leicester City Council in the English Midlands (New Walk Centre, Welford Place, Leicester, LE1 6ZG, UK). His work includes the development of ethnic minority integration policies for the Corporate Equalities Team of the City Council, as well as the development of European Social Policy. He is a member of the UK Executive of the Migrants' Forum Support Group and has served with the Commission for Racial Equality.
