Abstract

The production of public outdoor recreation facilities in Canadian provinces can become more efficient and the benefits obtained from them more equitably shared by the public, if the rights to enjoy the recreational resources are shared equally by the residents and can be freely exchanged in the market place. Such an exchange is possible if a coupon system is introduced where all residents receive their share of existing facilities at the beginning of each year.
