Abstract

The processes of dynamic transformations require the constant development of new clarifying models – both the organization and management mechanisms of universities – the main result of the introduction of which would be the implementation of intellectual research by university scientists as a significant real resource of the modern national economy. Actual components – ensuring the intellectual activity of universities – are their own developments of promising effective models. The authors formulated systemic and sectoral problems and the possibilities for their resolution in the management of the intellectual activity of universities in the field of pharmaceuticals, biotechnology and medicine. In order to achieve the totality of the main tasks of the proposed refinement model, according to the authors, the necessary components of the functions of the elements, both internal and external subsystems, can be presented. From the elementary level – based on the possession of knowledge of the education process – to the implementation in practice of its components of research, parts of scientific and technical and components of intellectual activity in the technology of diagnosis, prevention and treatment. Scientists who possess both knowledge and intellectual activity can and should actively implement their own technologies with the possibility of more capacious and free access of citizens of their countries to the results of modern medical and pharmaceutical achievements.
