Abstract

This article discusses four questions regarding water utility management's role in safety, including: what are the water utility manager's responsibilities for safety; how effectively is the water utility manager fulfilling them; why is the water utility manager less effective in fulfilling his responsibilities for safety than managers of other types of utilities or in industry in general; and, what must the water utility manager do to fulfill his safety responsibilities? The San Antonio (Texas) City Water Board's experience with an effective safety program is presented.
