Abstract

Abstract There is a lack of studies of enterprise-level industrial relations in ASEAN countries. This article reports the findings of a small-scale survey of manufacturing and plantation-based firms across ASEAN. It was found that: (1) industrial relations was management-dominated in the context of weak unions; (2) consultation was preferred to systematic anti-unionism; (3) industrial relations was not a significant constraint on economic restructuring; (4) employment levels rather than wages were adjusted to cope with market fluctuations; (S) skill formation was mainly in-house and firm-specific and (6) technological upgrading is limited by ownership patterns.
