Abstract

The Chinese sci-tech information system, established thirty years ago, is in many ways different from the Western systems. Analysing the infrastructure of the system, this paper presents the four major features of the system: nationalized ownership, dependence on administrative bodies, emphasis on the service for scientific research, and lack of control and coordination.
