This paper presents a coastal highway-maintenance evaluation system (CHMES) during project life-cycles in coastal highway construction, and a decision-making model for coastal highway maintenance. The CHMES contains three parts, (1) the acceptance list of coastal highway safeguards, (2) the selection and evaluation of coastal highway security schemes, and (3) the analyses and evaluation of safeguard projects, which are based on the Analytic Hierarchy Process (AHP) method. Also, two grades of decision-making models of maintenance management were established, the project-grade and the network-level, through the estimation and benefit analysis of different management schemes. The results of case analysis show that the decision-making model can improve coastal highway maintenance effectively.
