Abstract

This chapter focuses on protecting commercial and institutional critical infrastructure, specifically the Retail Subsector, Financial Services Sector, Educational Facilities Subsector, and the Healthcare and Public Health (HPH) Sector. These entities face a variety of vulnerabilities, and protection measures must be implemented. For the Retail Subsector, these subjects are explained: shrinkage, losses at the point-of-sale, electronic payments, e-commerce, fraud, counterfeiting, organized retail crime, shoplifting, robbery, and burglary. The Financial Services Sector content emphasizes government regulation of this industry and a variety of crimes against financial institutions and preventive measures. The Educational Facilities Subsector faces many unique challenges, especially the safety of people, that must be mitigated in grades K-12 and higher education. Content focuses on incidents such as assault, sexual assault, illegal drugs, and bullying. The HPH Sector is prone to violence in hospitals, especially in emergency rooms and mental health units. Departments also necessitating protection include the newborn nursery and pharmacy. All the entities covered in this chapter require cybersecurity and all-hazards protection.
