Abstract

Articles written at the national level on the role and function of public health have often failed to perceive the pressures and demands taking place onlocal public health departments. The impact of federal categorical service programs, the rising demand for a curative role function, and the expansion of usage by the medically indigent are all pointing to an emphasis beyond prevention and education. Local public health is faced with its constitutents' rising expectations for services, while it does not have the ideology and the resources necessary to strengthen these changed role expectations.
