Abstract
O amount of theory or planning can actually improve the health of a population. This can be achieved only when the theory matures into operating procedure, when plans become people at work with the population. This essay will attempt to discuss the health services in the mental hygiene field as they work out locally, at the level at which there is immediate contact between the workers and the people for whom the program is planned.
