Summary
Local government is the third tier of government, working with traditional institutions to bring development to the people at the grassroots. Apart from caring for the lowest level of the peoples’ survival, traditional institutions are custodians of cultural norms and values. These norms and values have helped in sanitizing various societies both in the pre and post-colonial Nigeria. They form the basis upon which traditional rulers exercised their act of governance, power, authority and influence on their subjects.
