Abstract

When considering the contemporary developmental role of Australian local government, it is important to appreciate how this level of government in the Australian Federation has evolved over the last two hundred years. Our institutions are, in many ways, path-dependent and certainly culturally endowed. I suspect this is no less true for Australia as it is for any other nation, regardless of its stage of economic development or maturity. The image of local government, a la central (state and federal) governments, is a major impediment to its reputation and status in Australian society. Australians generally have a low level of understanding of the roles of our respective levels of government (see Brown, 2010; Jorgensen, Jamieson and Martin, 2010).
