Abstract
We show that the space A PL ( G, M) of PL-actions of a finite group G on a closed 3-manifold M with compact-open topology is strongly locally connected. The same proof can be used to show the strong local connectivity of the space A DIFF( G, M) of C ∞-actions with C 0-topology.
