Abstract
This paper proposes using a local compensating filter to remove artifact "blockiness" in images compressed by JPEG and improve the PSNR quality of their restoration. A brief description of filter building is presented. Numerical evaluation of improving the quality of image restoration in the compensating filter application is presented. The comparison results of the image restoration quality using the proposed filter and program for "blockiness" removement, JPEG Enhancer 1.8, are included.
