Abstract
A recent paper [N. Mattor, Phys. Plasmas 5, 1822 (1998)] introduced the phase velocity transform. This was used to derive closed fluid moment equations from a collisionless kinetic equation. Here, a local approximation for this transform is introduced, which allows much simpler calculation. A local approximation to the Hilbert transform is also given.
