Abstract
This paper proposes a load restoration strategy for the transmission system, taking the time-dependent cold load pickup into account. Firstly, the cold load pickup effect in the power system restoration process is analyzed, and is described as a function of the outage time. Secondly, a load restoration model considering the time-dependent cold load pickup effect is proposed. The proposed load restoration model is formulated as a mixed-integer linear programming model, and can be efficiently solved by commercial solvers. Finally, the IEEE 39-bus system is employed to verify the effectiveness of the developed model and method.
