Abstract

This research aims to identification ofthe literacy of empowering actors about the social environment and the role of empowering actors in the community-based community empowerment process, in Wolulas Village, Malang. This study uses a qualitative approachwith a descriptive type. The researchsubjects were determined purposively, namely empowering actors which included: manager of family welfare, community leaders, and youth organizations, in citizen organizations 18. Data collection techniques were carried out through interviews, observation, and documentation. Dataanalysis techniques:process of data reduction, data presentation, and drawing conclusions. The conclusion of the research is a description of actor's literacy about the social environment in the process of community empowerment in Wolulas Village which includes the social environment as social capital, the environment must be managed properly for the benefit of the community, the environment consists ofthe physical and social environment that must be harmonized; and the environment of Kampung Wolulas has the potential to be developed as a“Tourism and Education Village”.. Meanwhile, the roles of actors in the community empowerment process include: Initiator, Motivator, Coordinator, Planner, Facilitator, and Communicator. Furthermore, suggestions and recommendations: in order to increase the role of empowering actors, it is necessary to involve the government in training to increase the capacity of empowering actors, and need for cooperation and participation from the community.
