Abstract
Linear responses to solenoidal and to potential electric fields are calculated using equations for quasiclassical Green's functions. Damping of THz plasma oscillation is determined by dielectric relaxation and is small. Relaxation of branch imbalance due to elastic scattering makes the Carlson-Goldman mode damped.
