Thinking from the failure means that systemic innovations come from the plexus of the negative thinking in modern tradition. Based on this premise, we analyze three approaches considering self-observation as a cognitive logic of deficit: Heidegger, Habermas and Luhmann. We built an analytic filter based on these authors to show failures in public policies, and to provide a basis for innovations tackling current gaps and challenges of Chilean social agenda.
