THE UNITED STATES : FROM REFUSAL TO A COMPROMISE, by STANLEY HOFFMANN Between summer 1974 and autumn 1975, American policy towards the Third World went through three phases. In 1974 there was the desire to establish a common front of the oil-consuming countries. After December 1974, the idea of a dialogue on energy with the producer countries became accepted in principle. From May 1975 onwards, the United States began to make proposals for embarking upon a general dialogue. The reasons for this development reside in both domestic policy and external realities. The new policy remains cautious as to its content because of the obstacles represented in particular by the very nature of the economic system and of the state of American opinion.
