Abstract
The integration and its ambiguity. The law N° 75-734 of 30 june 1975 relating to social aid for handicapped people recognises specific rights for a given population. A policy has been laid down. The aim is to increase financial aid «in favour of» handicapped people ant do spread equitably these «socialtransfers ». The needs of the physically handicapped are firstly financial but also care, limbfitting, technical aids, transport, housing, education and indépendance. Several Ministeries concerned with the handicapped and their problems take part in this «national obligation» of aid. The aim of all parties is to transform the environment, to reduce the handicap by all means possible. The hope and expectation of handicapped people lies in «access to an open social space». What is at stake is : the recovery of human dignity, an identity of «persona grata», their place in the family, astatus of active members of society.
