Abstract

Tendencies towards a greater demand on education in EU memberstates on one hand and growing financial constraints on the other put a hard burden on the teaching profession. Convergencies are not seen against theorical criteria of convergence, but they are against agreed norms of the EU or the International Labour Office. Convergence has been reduced on the way to the Maastricht Treaty and the EU rule on mutual recognition of academic diploma recognition of teacher certificates. Imbalances on the labour market of teachers are opening chances for the new teachers in other countries, but the costs of training are remaining with the country of origin
