Abstract

Housing security is a democratically beneficial policy, which aims at resolving housing problems of middle and low income population, related Laws and regulations are the fundamental guarantees for implementing effectively this policy. This paper analyzes housing security legislation by using the legislative experience of Germany, Singapore, Hong Kong and Taiwan for reference, and reveals the problems about housing security legislation, legislative proposals for the Basic Housing Security Law are proposed based on three aspects: Building the housing security institution with executive force, setting the rigorous condition of the access and exit and the corresponding punishment measures, and strengthening the supervision and management of the work of housing security.
