Abstract

The characteristic of firearm enabling the high possibility of successful crime committing and lethal damages makes rigid firearm control inevitable to prevent crime. The recent mass murders by using hunting rifle led into considering a variety of countermeasures which includes forbidding of keeping 5mm air gun in home, requiring GPS attachments on gun, storing & delivery within police station covering hunting site, restriction of having less than 100 ammunitions, shortening updating period, and mandatory accompanying etc.. But it is much likely that coming up with many countermeasures, some of which are too short-sighted or excessive, as a quick responding to public opinion may add up to sort of uneffective legislation and cause backlash effect rewarding unlawfulness. Eventually legislation should be oriented towards not ban on air gun possession but management. We need to prepare more efficient plan, such as preventing from possession of gun those who convicted of domestic violence crime, and animated police counseling, substantial examination of the permission requirements and differentiation of age specific permission period with medical certificate needed and controling firearm and ammunition under respective law. And it is recommended that police delegate some of its power concerning firearm control to private institution as a partner.
