Abstract

The article is devoted to the establishment of step-by-step processes of formation and development of legislation in the field of obtaining electricity and heat supply from alternative energy sources, taking into account the trends of legal regulation in the countries of the European Union. A comparative analysis of measures to stimulate renewable energy in Ukraine and the European Union has been carried out. The article indicates objective obstacles to the development of alternative energy sources in the field of electricity and heat supply. Prospects and problems of the development of electricity and heat energy production from renewable sources through the prism current legal regulation are given. The compensation mechanism of the «green fariff», the electiveness of its introduction, the state of influence on the economy as a whole in the state are analyzed. The positions of well-known scientists regarding the state of development of renewable energy in determining the prospects for replacing the use of traditional energy sources in the field of electricity and heat supply are characterized. The reasons for the interest in alternative energy sources are indicated, with the simultaneous presentation of one’s own vision of the positive and negative aspects of the spread of such energy sources. The article examines the current state and prospects for the development of heat supply from alternative energy sources, in particular, from biomass, including the advantages and disadvantages of this resource. The reasoning is given that for the successful implementation of the use of renewable energy sources instead of traditional ones in the field of electricity and heat supply, it is necessary to strengthen the renewal and development of legal support in this direction. Formed, based on the research, the state, potential, trends and prospects of alternative energy and heat supply, developed recommendations for improving the institutional and functional support of this institute. The article contains suggestions for improving the institute for obtaining electricity and thermal energy from alternative sources.
