Abstract
The subject of the research is the legal problems of security of personal data in Russia. The author found a correlation between the growth of personal data breach incidents with the increased implementation of digital technologies in all areas of society and ongoing foreign and domestic economic events. Conclusions: the Russian personal data security legislation needs codification, development of new conceptual contemporary framework and detailing, specifying the terminology and definitions. Areas of application of the study results: in the theoretical field to improve personal data protection, in practice to personal data processing and prosecution of personal data breaches.
