Abstract

The article attempted to scientific substantiate the gaps in the Government Draft Law No. 2822 "On the National Police", which on May 21, 2015 supported in the first reading the Verkhovna Rada of Ukraine and prepared on the basis of Article 75 of this Law of the by-law "police" normative legal act - Regulations on the organization of postgraduate education of employees of the National Police, approved by the Order of the Ministry of Internal Affairs of Ukraine of December 24, 2015 No. 1625 [2, 3]. A detailed analysis of the above-mentioned legislative and "police" normative legal act allowed to trace the contradictions that arise during their implementation, the existence of legal collisions between the Law of Ukraine "On the National Police" and a by-law norm that affects the professional level of police officers. The article provides a scientific justification for the feasibility of reforming at the present stage of society one of the most important types of professional training of police officers, defined by the Law of Ukraine "On the National Police", postgraduate education, which should be carried out in higher education institutions with specific conditions of training and at the place of their service of the police officer. The conducted study requires the heads of territorial bodies of the National Police to pay attention to the existing shortcomings in the state of postgraduate education, as they are customers of training subordinates in higher education institutions with specific conditions of study. In order to increase the level of public trust in the police, heads of all levels must monitor and create the necessary conditions for improving the professional level of police officers.
