Abstract

The impact of coal mining on the Kuzbass region ecosystem is studied in the article. Large-scale mining have led to land disturbance over large areas. The Coal Industry Development Program, which provides for a significant increase in production, will make the identified problem more important. In this regard, the problem of the coal industry should be solved simultaneously with the restoration of natural ecosystems through high-quality land reclamation. The existing regulatory framework for reclamation is assessed in the article. The mechanism of legal regulation of reclamation of disturbed lands at the regional and federal levels is proposed. Improving the quality of reclamation will be facilitated by the development of a strategy for the restoration of the natural environment, which would be reflected in the Concept of disturbed land reclamation.
